OBJECTIVE OF THE OFFICE/DEPARTMENT
Information Technology Services (ITS) provides leadership and direction in the deployment of information and communication technologies and systems to support the Pan American Health Organization, Regional Office of the Americas of the World Health Organization (PAHO/WHO), in carrying out its mandate. Furthermore, ITS establishes and maintains strategies, policies, standards and procedures to ensure the effective and efficient provision of information and communication services in a geographically dispersed environment.
DESCRIPTION OF DUTIES
Under the general supervision of the Director of Administration (AM), and the direct supervision of the Director, Information Technology Services (ITS), the incumbent is responsible for, but not limited to, the following assigned duties:
- Provide technical, managerial and policy advice regarding IT infrastructure, cloud platforms and services, telecommunications and network services;
- Ensure that the Organization's day-to-day infrastructure, cloud, and telecommunications operations are efficiently and effectively managed to guarantee a consistent level of customer service;
- Supervise Systems Engineers responsible for day to day management of the data center, cloud platforms, network, security, desktop policies, Country Offices and Center infrastructure; oversee the functions of Country Offices in the area of systems administration;
- Plan and budget for the Network and Telecommunications management area to ensure that procurement decisions reflect the most cost effective solution for the Organization. This includes monitoring telecommunications expenses and implementing cost savings measures where applicable;
- Supervise the installation, configuration, and monitoring of the telecommunications and network systems, hardware, network applications and other software used in all offices;
- Analyze telecommunications, IT infrastructure, cloud, and network capacity and requirements;
- Plan, manage, and implement applicable IT related projects; coordinate with the Information Security Specialist to implement agreed information security procedures and policies; implement and maintain an effective system for disaster recovery, virus protection, data security and Internet security; formulate and recommend IT policies;
- Coordinate and administer the Global Private Network (GPN) connection with WHO/Geneva and maintain PAHO’s Private Network;
- Coordinate with GSO on renovations, re-modeling and new facilities to ensure adequate telephone, computer and networking services for the Organization’s needs;
- Participate in the definition of the Team’s personnel component, including selection, training and development;
- Provide guidance and monitoring of staff assigned to the Team through setting of clear work objectives, use of performance reviews and feedback mechanisms, regular communications, and solving interpersonal or technical conflicts; supervise staff, provide advice and guidance on issues arising from the day-to-day activities of the team;
- Manage IT infrastructure, network and cloud contracts, and vendor relationships;
- Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A bachelor’s and master’s degree from a recognized university in one of the following fields: Computer Science, Information Systems, Systems Engineering, Engineering, Mathematics, or Business Administration.
Desirable: Professional certification in ITIL, COBIT, Project Management, Microsoft technology, Cloud, Information Security would be an asset.

Technical Expertise:
- Extensive knowledge and experience with cloud platforms, data center operations, telecommunications, networking, and IT operations support.
- Extensive knowledge of IT project management and IT Service management.
- Knowledge and experience with Enterprise Architecture and IT Governance.
- Extensive knowledge and experience with IT security.
- Extensive experience on IT contract management and vendor relationship management.
- Extensive experience on IT contracting and request for proposal processes.
- Strong professional oral and writing skills in English and Spanish, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.
Languages:
Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
IT Skills:
Expert theoretical and practical knowledge of telecommunications, cloud, networking, virtualization and desktop software and hardware. Knowledge of Microsoft technologies, Virtualization, Cisco , VoIP, Cloud technology and platforms, disaster recovery, firewalls, mobile device management, video conference technologies, Office 365 would be an asset.
REMUNERATION
Annual Salary: (Net of taxes)
US $70,647.00
Post Adjustment: 45.7% of the above figure. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
